Just today I on behalf of Safe Software asked GSI what kind of license
policy is applied to use the Grid Shift files such as TKY2JGD.par, which
are published on their website.
The answer from GSI is: those Grid Shift files (*.par) can be used
according to the user policy described in this web page.

And, the user policy itself declares that it is compatible with CC BY.
