As I know, there are two possibility for the origin of tky2jgd.gsb.
One is a product of OSGeo.JP community project. But, it is not include
touhokutaiheiyouoki2011.gsb

We didn't decided a license of product. But, We hope to release these data
as open data.

The other is provided by The Geospatial Information Authority of Japan
(GSI) . GSI provide some software and parameters (including
touhokutaiheiyouoki2011.gsb ) for coordinate transformation.

But I don't know how to convert these parameters to gsb file.

If someone knows how to convert these parameters, please add comments,

私の知る限りですが、tky2jgd.gsb
については、二つ可能性があって、一つはOSGeo.JPが昔やっていたプロジェクトで変換パラメータを作っていたことがあります。

ただ、最終的にどうリリースしたのか、さらにライセンスをどうするのかは、記憶が定かでありません。
もちろん、Even山がおっしゃるようにオープンソースとして公開することには、異存はありません。

もう一つは、国土地理院さんが公開しているパラメータファイルがあります。こちらには、 touhokutaiheiyouoki2011.gsb
の元となったであろうパラメータも含まれています

ただ、地理院さんのパラメータをどのようにして、gbsに変換しているのか、さらには、その変換後のパラメータのライセンスがどうなっているのか、私の方では把握していません。
特に、地理院さんの成果については、測量法の縛りもあるので、オープンソースとして公開できるののかどうか、ちょっと不明だったりします。
その辺も含めて、ご存じの方がいらっしゃれば、コメントをお願いします。
