Hi,

thank you to both of you for the interesting information. So it looks like 
there would be some effort to do format conversion and license clarification 
needed.

My main motivation was to bring to the attention of the OSGeo Japan community 
that https://github.com/osgeo/proj-datumgrid exists. It already aggregates 
grids for many countries. So if anyone in the community want to pursue this 
effort, we, the PROJ team, would be happy to help and provide guidance.

There is a https://github.com/OSGeo/proj-datumgrid/blob/master/CONTRIBUTING.md 
document that gives a few hints. We would need to create a "asia" package !

Regarding ESRI providing the grids: they may have lower requirements than us 
(being a free and open source project) regarding the licensing terms. Perhaps 
the Japanese community can attempt some lobbying towards GSI, to try to obtain 
clear "open data" licensing.
