did you run "update-menus"  after adding menu files to /usr/share/menu?
see also /etc/menu/README and /etc/menu-methods/README

for Desktop icons you might try putting stuff in /etc/skel/ ?
(I don't know if user account is created on-the-fly or not)

perhaps creating a symlink or two could help:
 ln -s /usr/local/share/data /home/$USER/data
?
