I think answers to most of your questions are here:

Let us know if not, and we should find out and update our wiki.
Basically, we are following Ubuntu packaging conventions.
A few extra comments below. Hamish may correct me on some packaging
comments.
Alan, Alex may be able to help on mapserver questions.

However, it is my strong preference that you only use the natural earth
dataset for examples. We are trying to move all demos over to the
natural earth.
If you have a specific example that can't be shown with natural earth,
then please speak up.
