[OSGeoLive] [OSGeo Weblate] Translation permission

Hi Matheus
As I mentioned before, we need Portuguese first.
https://weblate.osgeo.org/projects/osgeolive/-/pt/
Just like Spanish, we are not localizing to the different versions of
spanish.
