[OSGeoLive] OSGeoLive 17.0 status: beta2

The Apache Arrow projects provides an APT repository with the needed 
packages. If ubuntu-gis could depend on such repository (no idea if 
that's possible), that would just be a matter of adding the libarrow-dev 
and libparquet-dev dependencies to the GDAL build recipe.
