[OSGeoLive] OSGeoLive 17.0 status: beta2

Unfortunately, UbuntuGIS and OSGeoLive ppas (hosted in Launchpad) can 
only depend on other repositories hosted on Launchpad, so the arrow ppa 
is not an option right now.
