Hello Sebastian,

I think that book is probably written before MapServer 5.0 came out,  
and examples in the book are all for MapServer 4, and you've  
downloaded MS4W or FGS which has MapServer 5.x.    If you want you can  
include the application code and steps you are doing in an email to  
this mailing list and we can help you configure it for MapServer 5.

Or, since you said you are using MS4W (which I am familiar with), once  
you have extracted it at a drive root and installed apache (apache- 
install.bat), gone to 127.0.0.1 in a browser, now you can go back to  
the MS4W download page and download the add-on packages for MS4W (such  
as OpenLayers, Chameleon).  Extract them at the same drive root,  
restart apache, go back to 127.0.0.1, and you'll have similar  
applications running locally (with no configuration needed) as those  
mentioned in your book.
