If you are a Federal employee in the field of geomatics perhaps you can join a new social networking tool

GC Connex is available from within the GoC network so you have to be an employee to access it.

Often I have met government contacts through groups like OSGEO and find we carry on conversations over e-mail.

This opens things up a bit. So if you need help setting up something like GeoNetwork then the Metadata management group might help.
