[Ottawa_users] Change of Chair

Hello all and Happy New Year,

I would like to announce that I am stepping down at Chair of the Local
Chapter, as I have not been able to put in the time required. I am passing
the role onto Richard Burcher, who I think many of you have met before. He
is very enthusiastic about open source and being the chair, so please give
him a warm welcome. Christy Nieman will stay on as co-chair.

I still hope to make it out to some meetings in the future.
