[owslibjs] introduction

Hi all: I've worked on various OGC JavaScript clients over the years
with recent activity being around CSW clients [1]. I'm also actively
involved in OWSLib.

I started csw4js [2] [3] with the same goals as owslibjs, and look
forward to moving this to owslibjs once the building blocks are in
place.
