[OWSLib-devel] New Release?

Hi Tom/devs,

OWSLib 0.32.0 is now released. Everything seemed to go smoothly - please let me know if I messed anything up or missed something! I've also now set the current version to '0.33.dev0'.
I was running the test suite locally on Windows and had a few failing tests, I've fixed these and added a new GitHub Action to run the test suite on a Windows runner.
