[OWSLib-devel] New Release?

Hi Seth: +1 -- thanks for the interest and offer!  Notes:

- our release steps can be found at [1], followed by an email to both
owslib-users and owslib-devel mailing lists
- docs are automatically updated/published on Read the Docs, so no actions
required
- you should already have GitHub privileges to the repository
- I've enabled maintainer privileges for you on PyPI (you should have an
invitation that needs your acceptance/approval)

The general approach over time for OWSLib has been managing minor and
bugfix releases without branching in the 0.x cycle (master branch).  We can
revisit this approach over time if needed.

Having said this, 0.32.0 seems like the right choice for the next release.
