[pdal] PDAL compilation (MSVC9)

Oooh, Hobu does VS2008 now!  Thanks for the pushing those fixes, I'll build under VS10 now and make sure all works there too.

After much consideration, I'm going to remove libLAS from my default build config also.  It was nice to have it as a backstop, but it is a burden for others to follow.
