[pdal] OSGeo4W64 PDAL 1.5 now available

This is very welcome news, thank you.

First, I want to use pdal to thin and merge 100s of .las files for our QC
task.

How different methods compare preformance wise?
Is Poisson sampling much slower than other methods or not?
