[pdal] Installing (not compiling) PDAL on Ubuntu

Hi all,

is there a way to install PDAL on Ubuntu from package or is it necessary to
compile (or use Docker)? I went through the Debian and Ubuntu pages linked
from the Download page and I was not able to figure out what should I do or
if they are up to date.

I can compile it, but I hoped to avoid it (not my computer).
