[pdal] pdal pipeline

I feel like we've seen this before, but don't recall the fix off the top of
my head. Unless you are absolutely sure you need the PCL plugin, you could
try turning it off with `-DBUILD_PLUGIN_PCL=OFF`. (Most of the original PCL
bits and pieces are now available natively in PDAL without the PCL
dependency.)
