[pdal] Non-English characters

Please file a bug in https://github.com/PDAL/PDAL/ on this topic and we
will try to improve the situation in PDAL 1.7.

Note that we will implement UTF-8 for both unix/windows and not UTF-16
"wide" windows characters, however.
