[pdal] First steps using PDAL in osgeo4W

Starting in the 1.9 release (which should go final this week), the PDAL team will not be putting forward releases to OSGeo4W. We will only be making Win64 releases to Conda Forge moving forward. This is due to the Conda Forge having more institutional support, an easier on-boarding, and a flexible installation model. As a developer, OSGeo4W is also a target that moves around quite a bit, but Conda does on that account as well.
If you're just starting, start with Conda :)
