[pdal] PDAL Release 1.9 RC2

We have released a second release candidate for PDAL, version 1.9 RC2.
This code will become the 1.9 release if no issues are found in the next
few days.

Changes since 1.9RC1 are:

- enhanced version/feature detection for mixed python 2/3 installations,
which only impacts those building from source
- a change of compression type for TileDB tests that fixes a failure
running TileDB tests on Ubuntu 18.04.
