[pdal] PDAL 2.0 Released

All,

We've released PDAL version 2.0 for download

https://github.com/PDAL/PDAL/releases/tag/2.0.0

This version provides support for the E57 format and provides more tools
for point segmentation.  It also provides native support for the PCD
format, which previously required the PCL plugin.

Note that if you want python support, you must now use python 3.  You must
also use GDAL of at least version 2.2.

Docker images will follow soon.
