[pdal] Identify ground points: filter.mongus

It depends on how you've installed/what version of PDAL you are using.
Mongus was removed from the master branch with
https://github.com/PDAL/PDAL/pull/2516, but was still included in the
latest 1.9.x releases, where it was only "marked for deprecation."
