[pdal] filters reprojection problem

Currently , /usr/share/proj has nothing.
/usr/local/share/proj has:
CH epsg esri esri.extra GL27 IGNF ITRF2000 ITRF2008 ITRF2014
nad27 nad83 nad.lst null other.extra proj_def.dat world
