[pdal] PDAL Release 1.9 RC1

We're pleased to announce the release of PDAL 1.9 RC1.  This is a test
release which will become the 1.9 release if no significant problems are
reported.

Notable additions are support for TileDB, a writer for EPT sidecar data,
and default spatial reference support.

Note that if you build PDAL from source, you'll now need GDAL version 2.2
or greater and it should have GEOS support built-in.
