[pdal] Visual C++ redistibutable broken

This is not an issue with the pdal package or recipe but with conda at
large, I can reproduce it after updating a windows 10 env and it can be
triggered with other executables such as gdal.

By looking at their github issue tracker, it seems to happen quite
often unfortunatly.
