[pdal] Point clouds in QGIS

Hi all

For those who may be interested - we have prepared a draft proposal to
introduce point cloud visualization in QGIS, with the plan that the
implementation would be built on top of PDAL:

We would be happy to hear your feedback! (either here on the mailing
