[pdal] using pdal tile in ubuntu installation

or .. to answer the exact wording of the question - the best of getting the
latest version 2.2.0 (with pdal tile as I understand it ) is to use conda

i.e.

conda install -c conda-forge pdal


if you don't have conda - see
