[pdal] Some news about pdal-parallelizer !

Hi,

New features have been added to pdal-parallelizer !

You can now :
- Use any reader format
- Process single files in any format with the parameters previously limited to copc
- Use buffers in single file processing
- Specify bounding box to limit input processing
- Do dry runs to test your parameters
- Get a memory usage graph after an execution

There is also some updates in the use of the tool. Now, there is just one function called process-pipelines with more options than before.
