Done. Let's do OSGeo's Matrix instead of Zulip. I didn't have strong opinions either way. The reason I put forward Zulip was due to Conda Forge's policy [1] on it. OSGeo's Matrix can work just fine for us going forward. Thanks to Sandro and Regina for the support to get the connections between IRC, Slack, and Matrix going as well.
