[pdal] pcl and boost?

Thanks for point that out.  I am guessing that the pkgsrc package just
never dropped it as an expressed dependency.  Indeed our
/usr/pkg/lib/libpdal*.so do not link against, it, and on removing pcl
everything still builds.
