[pgrouting-dev] On the road to release 3.1.0

Hello developers,

We are on the final steps for releasing 3.1.0
The following tasks are needed

move master to release-3.0 branch (done) [1]
Fix some documentation and create the translation files on develop (3.1)
move develop to master
pump up develop to 3.2.0
Wait for the Spanish translation of the fixes done on the English
Once that all the translation is finished OR friday next week, then the
release will be done Next week end.
