There is no solution to this problem that I'm aware of and I have worked 
extensively with the Tiger data over the last 10-12 years. The data does 
not exist in the Tiger data set, unfortunately. You will also note that 
one-way road information does not exist, so you are likely routing down 
the wrong side of dual lane digitized interstates also.
