Sure. Are <448 and >= 448 version of proj binary compatible ?
If they are not there is no problem, but if they are we'd end
up with a postgis_proj_version() possibly wrong ...
Similar problem is there with GEOS but 1.0 is not binary compatible
with 2.0 so that's not a real problem.
