Sounds good to me, but:
- I wouldn't seperate utilities, as they contain upgrade procedures.
- I would make postgis-VERSION.tar.gz a FULL package (all contained)
and provide postgis-base-VERSION.tar.gz as a base-only package
What does Paul think about this ?
