[postgis-devel] Release Plan

I would package this evening (CET), then final release after a week
of NO-bugs report. If needed (major bugs found) an RC2 will
come out.

I updated the postgis manual to include a Release Notes chapter
and did my best to list contributors, if your name is missing there
let me know and I'll fix it.

If you think something *really* important (docu most likely)
is currently missing let me know ASAP.
