[postgis-devel] template database to allow non dba users create postgis databases

hello friends,

we have previously made a script system to create a template database
with postgis functionality (now it has topology, too). the template can
be made with an option to allow a designated non dba (but creatdb) user
to create databases based on it.

while it has been originally made for a debian linux system, we have now
isolated it's functionality to allow it's deploying on other platforms, too.

the files are attached in a tar ball, that compressed a directory, with
the assumption that Makefile.config is in the directory above it.

the functionality has been designed and implemented jointly by roberto
boati <roberto.boati at gmail.com> and me, alex bodnaru <alexbodn at 012.net.il>.

it would be great to have this included with future postgis releases.
