[postgis-devel] template_gis

I've brought extra/template_gis in the main build loop.

Install will also install manual pages,
same location as for shp2pgsql.1 and pgsql2shp.1

Any test is appreciated, and a section about the installed
scripts in the PostGIS manual would also be nice to have.
