I was thinking in lwgeom/Makefile, something like:

alldev: ../liblwgeom/liblwgeom.a all

And in the other Makefiles:

alldev: [liblwgeom] all

Then a developer can do "make alldev" anywhere within the tree and all 
dependencies get correctly resolved/relinked. Of course, I'm open to 
better ideas...
