[postgis-devel] Any chance we can get a 1.3.6 RC1 out this week

It won't output a prj if spatial_ref_sys is empty and will throw a warning
but will continue on.

I agree.  I don't think the regression tests actually load spatial_ref_sys
at all, so that would make sense that the loader can't find a corresponding
SRID.
