[postgis-devel] Windows build for 1.4.1

I could have sworn I committed the changes, but they aren't there in
the 1.4 branch anymore. (There were some other errors I fixed that
appeared to disappear too a while ago.)

Not distributing it sort of defeats the purpose of having it. Is it
