New issue 114 by hobu.inc: Could not find base type for aggregate accum  
when using postgis_restore.pl

When attempting to load an 8.3 database that was dumped -Fc and use the
postgis_restore.pl utility, it halts with the following error:

Could not find base type for aggregate accum
(CREATE AGGREGATE accum ()

Attempting to make the database and postgis-enable it beforehand also fails.

This error is with PostGIS trunk and Postgresql trunk as of today.
