[postgis-devel] Making postgis_comments.sql

I tried to change the Makefile.in in docs/ to autogenerate the postgis_comments.sql, but don't seem to be having much luck.

Can some make wizard tell me what I am doing wrong.

I created as section postgis_comments.sql to define the compile

and in the all: call that.

Also wondering where this file should sit.  I guess ideally it should sit at the root with spatial_ref_sys.sql as it does in the 1.3.
