[postgis-devel] Windows build

I agree. Regina, if you want to occasionally put together a windows
build for all to test - wonderful! If you can swing it, I would
recommend some kind of automated solution. I also don't see any problem
hosting the snapshot/devel builds on our www.postgis.org server.
