Sandro,
This sounds like it might be a fix to the bug we complained about a while
ago which we never flagged for a release.

Can you confirm and if it is feel free to push this to 1.4.0 and close out.
I tried the above bug and was hoping GEOS 3.1.1 would fix the issue, but it
doesn't.

Agreed. I committed a bugfix for the empty polygon geos->postgis converter
which seemed appropriate for 1.4 but I'll wait for the branch to be defined
to go on with the style control.
Also, I agree with Regina about keeping quadSegs and add the params as
fourth arg.
Please let me know when 1.4 branch is ready.
