Well at the moment we assume that anyone who builds from source has the 
complete autotools installed to generate configure; for releases these 
get generated automatically as part of the release process. If people 
are finding errors because they have installed autoconf but not libtool, 
then I have no problem in adding the command to autogen.sh so at least 
it throws an error to make the user aware something is not quite right 
in their build environment.
