[postgis-devel] Missing copyright notices/comments

Hi Mark,

Have just noticed that we are missing copyright notices from the new GUI 
loader/structure.c and loader/structure.h files in trunk.

Please can we have these added to clarify that these files originated 
from us, along with a couple of comment lines to explain what these 
files actually do?
