 Okay my 8.3 compiles and installs fine now under mingW.  I still have an
 issue with make check that I didn't have with PostGIS 1.4 ever since that
 whole pre-install make check thing was introduced.  Could be something
 funky with my batch script for packaging though. I haven't investigated
 the error yet.

 Nicklas, have you been able to do a full make check under mingW.
