[postgis-devel] Proposing 1.5.0

I traced this to my installed version of geos.  I accidentally configured postgis to use geos 3.1.0.  I know the min 
requirements are 3.1.1 now, but it's curious that configure ran just fine.  Anywho, using 3.1.0, I got the one make 
check failure reported below.

I retested with 3.2.0 and all tests ran without incident.
