[postgis-devel] RFC-1: Project Steering Committee Guidelines

I have drafted an RFC-1:

I borrowed form MapServer's RFC 23 (also GEOS RFC1 is a near exact copy):

Comments please. Also, does the PSC have a Chair already, or do we need 
to vote one in place?
